To register for the written test at the Transport Department, the fee is HK$510. The test consists of 20 multiple-choice questions (3 options each), and you need to answer at least 16 correctly to pass.

After passing, apply for a Learner’s Driving Licence (L-plate) for HK$548, valid for one year, during which you can practice with a licensed instructor.
After at least 30 hours of on-road practice, take the road test. Passing gives you a Probationary Driving Licence (P-plate), which upgrades to a full license after one year. This process suits expatriates new to driving, helping them adapt to local roads.


2. Getting a Full License Without Tests

If you have an overseas driving license, Hong Kong offers a way to get a full license without local tests. Your overseas license must be from a recognized country, like the UK, USA, Canada, Australia, or Mainland China (see Schedule 4 Details), and must be a full license, not temporary, for private cars, light goods vehicles, motorcycles, or motor tricycles.

You must meet one of these conditions:
  • The license was issued during a 6+ month stay in the issuing country, with proof like passport stamps.
  • You’ve held the license for at least 5 years before applying.
  • You have a passport from the issuing country or region.
Meeting these lets you apply directly for a Hong Kong license without retaking tests.


3. Options for Beginners or Those Who’ve Passed Written Tests

For new drivers or those who’ve passed the written test and need an instructor, the Driving King platform offers full support, including test bookings and instructor matching. 1)For Domestic Helpers:

Your employer must justify why driving is needed for domestic duties, detail the tasks and vehicle, and you must live with them and have a valid Hong Kong license. Complete the application form and Addendum to the Schedule of Accommodation and Domestic Duties.
